Indeed, and CC Hopkins (the cheery ruddy fellow in the rainbow hat in #53) has conveniently resigned. This surely exposes Burnham (the cheery ruddy fellow in a police cap in #53). Then look at the official response from the NPCC chair, in which there's no mention of the police's principal function, and you just know nothing will change:

That endorsement of the ex-CC shows exactly why the figures were so bad, the big boys with the power in that area obviously stick together and support each other. Listening to Andy Burnham this morning the CC was obviously pushed and made to resign therefore he should still get all his pension rights.

Really though it was in a culture where many stayed quiet ,
Some very responsible people .the speaking out bit is still a worry .
