Only the other day, a senior officer said to me that if I wanted a change of emphasis or priority on someything I am trying to pursue, I would need to get the Portfolio Holder to push it.
There is no way that Paul would allow DDC to be officer-led under his leadership.

You know that not to be correct, officers will and do fill vacuums.
Labour groups like torires (and the short lib dem time in control in Dover)
all were unwilling to break that cycle.
To think otherwise shows you did not hsave your finger on the pulse.
Like you Barryw I challenged officers, including the council solicitors, but that doesn't get away from the fact offcers have always run councils, and always will.
That is the few things able to be controlled locally

10:5830352I only speak from my experience as a former cabinet member .It took a lot to get officers round to change what they determined as policy .Serveral rather heated discussions at times .Roger it does depend on the portfolio holder and no one councillor should have that power .I know from trying to get toilets at Russell Gardens .When that portfolio hloder gets a weak bladder then perhaps I migh get the toilet reinstated .
I hope my spelling is better today .The fingers are better .

11:1530356They do fill vacuums, Keith - members have to make sure there is no vacuum to fill and officers respond to the members policy priorities, thats what we did in my time and I am sure PW and his team is now. The period of Labour control was another matter from what I hear.

Further to my posting #11 here are a couple of photos of empty shops and how Jersey attempts to make them more attractive..
These old photos of St Helier are displayed in an unsed shop window not only do they brighten the shop up but it allows tourists time to see how the town used to look.
The HSBC bank are in the process of taking over another empty shop but by placing a poster in the window 'coming soon' it keeps shoppers hopes high that all is still well. A feel good factor.

Great stuff - that's exactly what I proposed for Dover's empty shops on this very forum a while back (God, I'm sounding like an egotistical councillor here, aren't I? Feel free to shoot me!).
I seem to remember yourself, Bern, Roger and I were in accord on this; ie: filling the windows of the legion empty shops and premises with huge blown-up photos of lovely Old Dover - the Crypt, the Granada, the Odeon, Hattons, the Dover Stage, the Market Hall, county cricket at Crabble, Dover football, past pageants and events...the list is endless.
Great idea. Someone tell, ahem, Dover Pride. When it comes to art, the past isn't necessarily another country.

19:2830473Even Deal is getting in on the act of decorating empty properties in the town centre. This is a work in progress at the empty pub opposite Boots - it was unfinished when I snapped it last week.
(I think the artist must have mis-scaled the pedestrian walking the dog, he cut his head off!)
On another note, I've heard that fines for litter dropping are not enforced by DDC in Dover itself. Does anyone know the rationale behind this, if it is accurate?
