Right now it's difficult to believe anything that comes out of Parliament. There's so much spinning going on I'm getting dizzy.

On the main points, while I am sure we all agree that MP's 'perks' need serious attention and curtailing, reducing the number would only lead to less local representation and greater control by the majority party. Instead of any meaningful representation of the electorate you would have MP's with only a general knowledge of their areas ruled by Party whip. I agree with Keith (and this must stop before people say I spend too much time talking to him) that cutting quango's would be a good thing and that for a more efficient and local needs representation County should go with reorganised District and Town/Parish councils working together to provide local needs. This would, of course, require major restructuring on both levels and would not be cheap to achieve.
'An Independent Britain'. This is a dream of those who would like to think we still have an empire and major influence in the world. What we do need is stronger representation in Europe and a government that takes guidelines as just that, rather than swallowing them whole then adding miles of red-tape and legislation to it. Get Euro MP's that intend to take a lead rather than those who want to sit there wanting out or claim expenses and blame the EU for everything and we could get a better deal out of it.
Apart from that, thank you Barry for putting forward an outline for discussion, a long way from being a working proposal but a good starting point for debate.
Politics, it seems to me, for years, or all too long, has been concerned with right or left instead of right or wrong.

i do not see a connection between an independent britain and the old days of empire.
all around the world, groups are looking for independence from a larger country.
we have seen the events in the old soviet union, yugoslavia, many african countries, the list is endless.
even in the united kingdom we are moving towards independence for the four countries.

I agree Howard - no one is asking for the Empire back, what we should be asking for is the ability to rule our country, not have so many unelected beaurocrats decide what we can and can't do.
I'm sure the general public would be absolutely amazed at the number of rules and regulations that come out of Brussels.

the main parties will never push for it, maybe the opportunity of becoming euro mps when rejected by our electorate influences them.
i cannot see any changes to our economy by pulling out, except for the millions we stop sending them in postal orders.
my prediction is that once the first country pulls out, the rest of the larger countries will follow suit.
it is just the net recipients that love the organisation.

three countries have offered referendums to their people on the subject of the constitution/treaty.
all 3 have rejected it.
other countries that planned a peoples vote, quickly changed their minds.

Sadly we will loose billions trying to pull out of the EU - they are our largest trading partner. I would fully expect us to be denied access to the free trade zone if we pulled out costing our economy billions in lost sales due to uncompetitive prices as well as lost grants etc.
If you want it to change then the major parties need to support and push for reform of the EU institutions. This needs to be done sooner rather than later so that there is real accountability for decisions and that the EU Parliament has real powers unlike now. This has to be coupled with a curtailment of the powers of the Commission.

Ross, come off it you are repeating a Europhile myth.
They will not cut us off from the European markets or impose levies. They want to sell us goods and we are a net importer from the EU. They will not want to create a trade war, they will lose more from that.
The market is King - we will only strengthen our position by increasing our independence and shucking off the shackles of the EU.

i agree with ross on this matter,my opinion is that the two major partys are to lazy,blinkerd,stuborn bunch of idiots to conform to the european way of thinking.once conformed to the european way of thinking the out goings will decress and the incomings would be grater than the outgoings,in short we will get more back than we are spending hence breaking even with a small profit.

Figures banded about quote that the UK pumps £40m per day into the EU. That's a lot of dish dosh. What do we get in return?
Not only that but when I travel to Europe I still see shops flouting EU directives...ie Hams hanging uncovered over smokey tapas bars,cakes covered in wasps,cheese unprotected yet over here in law abiding shitscared England a farmer can't even slaughter his own livestock for fear of prosecution and goods are cling film wrapped so tightly that your old granny would die before being able to make herself a life saving ham butty. It's crazy.
