that is a poor get out, if a police officer happens to be present at any minor misdemeanour they should take the appropriate action.
should there just happen to be a murder taking place on the other side of the road, then they should prioritise.

Keith of course it is about priorities but this is about the social fabric, frankly we need a zero tolerance approach to anti-social behaviour (noise nuisance, littering, dog fouling, spitting, public swearing etc.). Only through the authorities demonstrating that they care will we encourage others to start to care. There is ample evidence that this works from many places around the world, (the broken window theory) if you couple it with the LRCF/Dover Pride initiative to board/brighten up empty shops we would see a significant improvement in the feel of the town and how people feel about it. Yes it requires a commitment from multiple agencies and some joined up thinking and action, but we cannot continue to let the NEETS and ASBO kids and associated junkies drunks and general ne'er do wells drag the town and the rest of us down.

Could you please submit that idea in triplicate and through all the right channels (at least 15 of them not forgetting the Black Police Officers Union).
Over here the Parishes recruit 'Specials' to help out its mainly retired people but they turn out in their droves to keep traffic moving,dishing out tickets to illegally parked cars (not much room on the roads or respect for inconsiderate parkers by most locals) and escort drunken teenagers either to a holding van and then home to face Mama and Papa. I witnessed this myself last week where a young girl and guy (17-19) were separated and taken home as they were both the worse for wear and were causing a slight nuisance..nothing serious but couldn't walk in a straight line .They were not abusive but along came two coppers aged about 70 and said enough was enough and politely took them off in different directions much to the pleasure and amusement of the trippers in the bus queue.A common sense no nonense approach.

09:0128019I was at Wembley a couple of years ago and when walking to the tube afterwards in the crowd was behind a bloke effing and blinding to his pals. I was summoning up the courage to saysomethingas I had my 14 year old son with me and there were younger children around when a policeman said to the swearer "That's very powerful language". The swearer stopped immediately and we all carried on without incident. A great example of how to deal with these 'minor' events. We do need more of this approach but I'm not sure I want to do it!
