17:5140594Good speech Bern, but my point on here is not the homeless, of which I don`t know much about, but rather a comment on someone taking up residence in the subway, when we`re all trying to make Dover look better. I`ve drifted somewhat into an area, off my original comment here, into an area I should have avoided through lack of knowledge on the subject. Perhaps the homeless in Dover would make an interesting subject on it`s own?

18:1340602I rather suspect that he is not in the subway in order to avoid the comfort and warmth of his own sitting room, piled high as I am sure it is with cushions, plates of sweetmeats and logs for the fire....! Sorry, Colin!! But homelessness is something I feel strongly about, along with a few other social issues.

19:1340607A few observations
1. If you clear the pavement outside your house and someone unfortunately manages to slip and fall over on the cleared part they have to show that you cleared it with the express malicious intent of harming someone in order to successfully sue you.
2. Most employers will not take someone on without a fixed abode, in fact in many cases they want evidence you have been there, or at your previous address for at least 6 months; thus making it almost impossible for the homeless to get work.
3. No-one chooses to be homeless, virtually all who find themselves in that position would rather not be there and are desparate to get out of it.
4. As Sue pointed out what few hostel places are available are taken and the majority of people take a NIMBY attitude to applications to open more. The only solution to this problem is to provide the facilities to firstly help those who find themselves in difficulties and try to prevent them becoming homeless in the first place and secondly, if that fails to provide adequate hostels/shelters and support services to help people get back on their feet.

20:1040617Well done Ross .Over the years I have been a councillor I have learnt there are less fortunate people than myself .How many of you understand what it is like for someone coming out of a mental hospital ,running away from domestic violence ,released from prison,young people being abused .The list is endless .
Giving people money is not the answer .I always told my children we will buy them some food .If they were geniune they usually accepted with gratitude.

20:1240618Hear Hear Sue (not the bit about being too soft!!! You carry on!!) It is hard for people who haven't the challenges faced by some to understand how hard it is to crawl out from under. The odds are often stacked against. It is a blessing when people who can and do understand speak up.

07:5540650Ross, I am not sure what you say (23) is strictly correct as I would not think anyone clears their path with intent to injure. However there have been people who have had claims against their insurance because they have cleared their pathway and it has been deemed that it then became a danger and caused injury.
I am told by a person in insurance, that should you clear your path from snow and someone has an accident then one of the first questions your insurance company may well ask if a claim is made against you, is "did you clear the path" if the answer is yes, then it is likely a payment will be made.
When I was a lad back in the 50's I got a little extra pocket money for clearing the path outside your house and then you were told to help out by clearing outside others houses, mainly those of elderly people. Now very few clear the snow from their path so there must be a reason for this change in people's reasons for not clearing snow, surly it is not that people just cannot be bothered anymore.

10:5640661Company yesterday and working last night, with no chance to respond. Right, I`ll give it another go. My posting yesterday was referering to this thread, the law`s an ass and I made a quip about planning permission for a 4 poster bed in the subway, and the chap in the subway, with a sleeping bag, noisy radio and not good for the town. That was it, nothing to do with homeless, of which I have no knowledge, (but always willing to learn). I haven`t criticised him for being homeless, and that wasn`t what I was all about if you read it, yet other`s jumped in with the homeless issue as though I didn`t give a sh**. Anyway, I did mention someone doing a proper thread on it, as it`s a topic in it`s own right. Should the council be down there helping him out? Could someone on here go down and talk to him and find out his circumstances? Is he genuine? Lots of questions, and lots of answers, so is someone going to get this going as a seperate topic?

11:2640664I have reported that a person is sleeping rough in the underpass .Hopefully Porchlight will deal with this .Sometimes these people will not receive help however if they pay a visit at least the person will be on their radar .

It`s not about the post diversity, you said sorry to me on #22, but you have strong feelings for the homeless, which gave the impression that I was the opposite. Perhaps I`m mis-interpreting it all. Anyway, he wasn`t there this morning, and he wasn`t there in the early afternoon`s last week.

14:2740679Colin, I wouldn't dream of presuming to judge whether or not you have strong feelings about homelessness - I was apologising for expressing myself so strongly! The thread was innocuous enough but my strong feelings about homelessness and the causes of it do at times mean that I am a little assertive!
