I have today sent the following email to Roger Walton, Director of Environment & Corporate Assets at DDC and Cllr Nicholas Kenton, Portflio Holder for same. These being the two people responsible for the new system.
Gentlemen,
In order to settle a number of problems that have arisen recently regarding the new system I have decided to call a public meeting to discuss the issues.
The meeting has been arranged at the King's Hall, London Road, Dover on Friday December 16th starting at 7pm.
I would be grateful therefore if you could attend to answer questions and put the Council's case for what appear to be differing standards of collection.
I do hope that you are able to attend as many residents are unhappy with the current situation. From other correspondence I have seen there appear to be alternatives that people are not aware of.
If you are not able to come then perhaps you may be able to delegate someone in your place.

Howard - I had a prompt reply from Roger Walton which started thus:-
"I do not believe that the issues being raised merit a public meeting but would be happy for Cllr Kenton and I to meet with you to discuss any problems there may be with the new recycling service. To be absolutely clear, there are no differing standards of collection."
I shall consult with others and take up the invitation.
I shall keep you all posted.

Update. Roger Walkden, Howard McSweeney and myself will be DDC on Thurdsay meeting Roger Walton, Cllr Nick Kenton and Brinley Hill. If anyone would like to contact anyone of us with concerns we will put them to the council.

I have three questions.
What happens if I prefer to use my dustbin rather than the wheelie.
Why will they not collect black bags only the purple ones, a sack is a sack, are the purple ones made of something special.
Will they still empty my paper and cardboard blue bag if I prefer to use that rather than the black bin.

Yes, thank you for doing this.
Out of curosity I've just been for a walk along Salisbury Road and down Albert Road. Two more roads scarred by these hideous bins. Some properties in Salisbury Road have eight bins outside. Albert Road, most are still on the pavement as there is nowhere else to put them in a lot of cases. This really is getting very very silly.
Good point about blue bags for paper. The blue bag is a lot easier to lift as it has handles. You have to bend to lift the box which isn't good for your back and it can be quite heavy with two weeks worth of paper in it. Doesn't worry me too much at the moment but for an infirm person I image it could be quite difficult to lift, with the result that they're likely to leave it outside which means the paper is likely to blow everywhere littering the street. You could put that to them as well.
I will see them when I get home. I wonder if they are impeding wheelchair and baby buggy access to the pavements? If so there could be a claim on the way about disability discrimination...........

had a message through that they are being inflicted on the long suffering residents of maison dieu road this afternoon.
as if they did not have enough problems.

Terry I suggest you 1. Compile a comprehensive risk assessment addressing the issues surrounding your bins. 2. Send it to your insurers with cc to DDC.
Once DDC are placed on notice that there may exist risks they have not considered, they are legally required to take immediate action to ensure those risks have been mitigated.

if you would be so kind i have a few questions;
1; residents(some)in belgrave road have highlighted the poblem of the unsightly bins outside there homes, my mother who is one of the elderly residents has requested the council to remove the bin from her property which they have not done so.
2;these schemes always have teething problems and i personally made a complaint in the eaves road area on the workings of re cycling.
in the first week of introduction the general rubbish was not collected at all therefore every house had 3 weeks of general rubbish to put out at the next collection, not on;y was this poor but bags not being collected is showing our not so nice friends that no one is in and thus creates a security risk
3; some people are still using old style bins in eaves road, when i tried to use my old bin(which i had just purchased prior to recycling starting) the dust persons refused to collect from anything other than the purple sacks so we had loads of black sacks bins etc scattered all over the road
4; the black boxes for cardboard/boxes etc are to small not holding much and this will just encourage people not to bother to recycle and just throw it all in the general waste.
5;why dont the dustpersons when they have collected rubbish not clean up after themselves, or if there is the odd box container that has blown out of the black box onto the path, cant they pick it up? rather than just leave a mess.
6; i cant recall in my 11 years living in eaves road seeing a road sweeper, this might be a sensible idea but wouldn't be a good idea to have road sweepers doing the rounds following the dust carts at some point after the collection?
sorry terry i'v gone a bit, but its frustrating when in eaves road i'v encouraged people to re cycle and the service is as above
