I shall print off all the issues that have been raised together with the emails that I have received.
On an immediate note I can answer one of Jan's questions. Blue bags will be emptied. Mine was 10 minutes ago although two weeks ago it wasn't!

One of the reasons I wanted to continue using the blue bag was, as Keith said, the black box is much to small for a family.
I wonder if the bin men have had a directive or are just being jobsworths about the dusbtins and sacks.
Now it is light outside looking out of the window across the road all I can see is a large amount rubbish blown and now trapped between two cars, it looks awful.

I'm sure that with the images taken and printed, as well as concerns raised (on here and in emails) much will be resolved.
There are certainties though: there are two options - wheelie bins or small bins and purple bags, but we'll find out the inbetweenies later today.

Well the recycle bin men merrily emptied my blue bag and blue box this morning, sadly it seemed I was the only one who could actually read the leaflets and work a calendar as virtually all my neighbours had put out black bags and/or purple bags - the former are no longer meant to be used and the latter are due for collection next week. Yet by the time I came home they had all gone - at what additional expense to the council?

Terry, Howard and I attended a meeting with Roger Walton, the Director of Waste Services and Property Management; Nick Kenton, the Portfolio Holder for Waste Services and Brindley Hill, the Manager for Community Services.
Roger gave a precis on the whys and wherefores of the new service and when it will be fully rolled out, which should be early in the new year.
The main idea of it is to do away with black bags as much as possible and to "containerise" the waste so there is much less mess caused by seagulls, urban foxes, rats and any other animals.
When the system is completely rolled out, black bags will no longer be collected; if they are left out, they will be taken, but they will also be opened to see if there are any personal details (name and address) inside and the owners will be contacted and fines may be issued.
The black boxes and blue bags can be continued to be used if necessary.
Purple bags can be used as alternatives if wheelie bins are not used.
Terry expressed his concerns about the London Road area and the problems round there. Howard gave his point of view very succinctly and I put my arguments about the Clarendons and their very small gardens with wheelie bins and about the Folkestone Road and all the bins along the pavement.
I had taken lots of photos along the Clarendons showing that the gardens are just far too small for these bins and photos of Folkestone Road.
I felt comfortable that greater co-operation will be the order of the day, although I was a little uneasy about the (apparant) problem with black/purple bags and the reasoning why black ones can't be collected as well as purple.
There is a willingness to reduce/share the wheelie bins where HMOs are concerned and the bins must be taken off of the pavements (I'll experiment with how to put photos up on here, so everyone can see our problems here.
I'm sure that Howard and Terry will be more than happy to put their two-pennorth.

excellent summary from roger, just a bit to add here.
my feeling when we went in and the discussion started was that they were out to flannel us with council speak.
after a short while terry interjected and despite platitudes refused to accept the pre prepared stuff.
the discussion then moved onto a different level with everybody having a chance to speak and taking the opportunity to listen.
i feel that both sides learned a lot, especially the importance of communication.
vic and john got mentioned in despatches too.

, couple of questions.
Will the binmen put the bins back into gardens when they empty them so they are not on pavements.
What makes the purple bags so unattractive to " seagulls, urban foxes, rats and any other animals " as opposed to black sacks, are they coated in something or are DDC just being bloody minded.
Will they continue to empty dustbins?

I can't understand the argument about gulls and foxes. With the green boxes for food waste there wouldn't be any food for them in the bags would there.
Anyway I've heard from Terry by email and apparently we're all going to be asked in Balfour Road if we want to retain the bins. So I'm happy with that, although I understand it may be a while before it happens.

I believe the purple bags just mean that it is part of the new system and black bags the old, so will no longer be collected.
My understanding Jan is that the bins should be on the edge of the house owners/tenants property so the bin-men can collect them from there and return them to there too, so they won't be cluttering up the pavement.
I'd be surprised if they will emplty ordinary bins, as they (DDC) are providing people with (new) wheelie bins.

So can anyone tell me where people who do not want these bins because they make their house look an eyesore regardless of the size of their front gardens stand?
I have refused to have these obnoxious things for this precise reason.
So do the council intend to insist that I use them rather than issuing me with purple bags?

Hi Philip, at one stage we went out to look at the different sizes of bins available. A smaller i.e. thinner one can be provided if required, our Sue has one for example. The height must remain the same to fit the lorry. Roger Walton did say that if the bins were still not appropriate then they would be exchanged for the box and bag. I told Roger that this was not so, Paul Jaconelli (as mentioned in another thread) told me that I had the space therefore I must have the bins. Roger seemed surprised at this*. In my case they will block out the light.
I told the DDC chaps to get their act together as people contacting them were getting differing answers to the same question.
As to the colour prejudice over the bags, well, after a lot of fluffing and diverting the conversation to recycling the answer is this. It's a numeric one. You are given two bags per fortnight and that's it. That's your allocation of bags. Anything over that will not be collected. It's simply a way of controlling the amount of rubbish you put out.
*Given Roger's surprise I shall now go back to Paul Jaconelli to attempt to swop the bins.

Have you brought Health and Safety into this, having refuse bins right outside your window surely is a hazard to health, on opening your window on a hot day you will be smelling a rubbish tip, not good for Health

If the waste (appopriate containers and bags) is put where it is supposed to be and not collected on the approprate day, you can call waste services that day and they will issue a notice to Veolia to pick it up.
You shouldn't be smelling food waste from one of the wheelie bins, as you won't be putting food waste in them Sheila - or you shouldn't be anyway.
Phillip, you can refuse the wheelie bins and be given the alternative (black box and 2 purple bags), but if neither is acceptable to you, will have to dispose of it (responsibly) yourself.

Again thank you for the replies.
The one thing that has stood out in this whole saga is the confrontational response from the DDC to previous questions. If they explain why something HAS to happen the public can understand but dictating the new service in such a heavy handed way just puts peoples backs up.
With hindsight they could have saved a lot of these problems and the cost of so many bins by asking each household which they would prefer, wheelies or purple sacks.
I am still in favour of the wheelies for myself as I have the room

but the house opposite me now has theirs stuck at a funny angle in their flower bed. One house down Albert Road has four bins completely blocking their entrance.

Prior to the wheelie bins I had a black dustbin,The question i ask is where people who appose the new system kept their rubbish previously ??Im sure some people are leaving the new bins in their front gardens to prove a point .Some of the residents whom I represent are refusing to put the new bins in their back gardens .
There is no need to place the new bins on the footways .My understanding is you leave them at the edge of your property .
